Robot Manager cannot set work group status

Summary
In the Robot Manager's Work groups tab, on changing the work group status from Running to Stopped, the status remains in the Running state. This occurs despite a page refresh for specific work groups.

Steps to Reproduce
- Launch the Robot Manager.
- Click the Work groups tab.
- Click the Edit button for the Work group which is Running.
- Change the status to Stopped.
- Click the Save button.
- Refresh the Work groups tab. Verify the work group status.
Root Cause
The work group status is not saved if it has any unused operator.
Resolution
Perform the following local-change:
Delete unused operators or assign a different workgroup to the unused operators.
