Summary
Application is upgraded from PRPC 6.2 to Pega 7.1.7. In pyActionArea, the Local Action bar's row height with background color is 3 times more in Pega 7.1.7. Portal ‘pyCaseManager’ is used in both, PRPC 6.2 and Pega 7.1.7. Portal ‘pyCaseManager’ portal uses ‘EndUser62’ skin.

Steps to Reproduce
1. Launch CaseManager portal.
2. Open a Work Item and check the behavior.
Root Cause
The pyActionArea section from PRPC 6.2 was saved in the implemeatation layer which uses action TitleBarBackground as read-write classes & read-only classes.
Resolution
Resaving the OOTB pyActionArea from Pega 7.x ruleset which uses Dynamic Layout in the implementation layer helps resolve the reported behavior.
