RTE copy paste does not work correctly

Summary
A section was created with two Rich Text Editor (RTE) controls. The user must type some content in one, which will then be copied to the other. This does not work.

Steps to Reproduce
Include two RTEs in one section and try copying to another section.
Root Cause
A defect in Pegasystems' code or rules: Commented AddListener of FocusIn and FocusOut, which is specific to browser in pega_ui_editor JS file.
Resolution
Apply HFix-31153.
