Rules missing under application after Pega 7 upgrade

Summary
After upgrading from PRPC 6.2 SP2 to Pega 7.1.7, Service rules for example Service-JMS did not show under the application structure, where as the rule is present when searching for it.
Error Messages

Steps to Reproduce
1. After upgrading to Pega 7.1.7, login to developer studio.
2. Look for Service-JMS rule under application structure. Cannot find the rule.
Root Cause
The root cause of this problem is defect or misconfiguration in the operating environment.
After an upgrade, lock the existing RuleSets and roll them into new versions before continuing development. This ensures that future development is based on the upgraded Pega RuleSets and that the applications consistently reference the latest features.
Resolution
The explanation for this behavior is as follows:
RuleSet's must use the Lock & Roll Landing Page to update their Version prerequisites.
