Ruleset instance list not showing on system without UDF

Summary
User is attempting to view an instance list of Rulesets ( via either Record Explorer SysAdmin>RuleSet or App Explorer Rule-RuleSet-Name ) but they get a blank list of rulesets. It seems to work for some operators. Even “Save-as” or copying a working operator, the new operator also no longer works. Looking at the log, we see errors related to the UDF function PR_READ_FROM_STREAM. This function does not exist on our systems as UDF has been disabled.
Additional information :
The instance list works if the operator has the When rule IsAPegaDeveloper set to true - this was the difference between the working and non-working operators

Steps to Reproduce
- Log in to user's development syste
- From Records Explorer navigate to SysAdmin>RuleSet
Root Cause
A defect in Pegasystems’ code or rules.
This is introduced in 7.2.1. Pega will fix it in release 7.2.2.
Resolution
Local change for 7.2.1
1. turn on UDF temporarily until fix is available
2. turn on isAPegaDeveloper WHEN rule to true
