Here’s the explanation for the reported behavior:
By default, when performing a major skim, Pega allows the selection of the ruleset, ruleset version, and to enter the new major ruleset version number. Since a major skim is designed to identify the highest version of a rule in the specified ruleset, the option to select the minor-patch versions is intentionally disabled.
