Summary

Requirement to modify the Pega-Ruleset to fix a bug in the HTML flow, but user is not able to create a new version of a ruleset in Pega-Ruleset and in Pega-ProCom.

The rulesets are locked and user is not aware of the the password to unlock them in order to create a new version of the Pega rulset.

Steps to Reproduce

Create new ruleset in Pega-Ruleset and Pega-ProCom.

Root Cause

Rulesets which are part of the PRPC product are locked by Engineering prior to the creation of the product media. 
Any changes to the locked rulesets is provided in the form of hotfixes or other maintenance.

Resolution

In this case, there is a need for additional functionality within one of the locked rulesets.
This is usually done by opening a rule which needs to be modified and performing a "Save As" of the rule into one of the local implementation rulesets.
Rule resolution must find and use modified rule instead of the one which came in the product's locked ruleset.
