Sales App Wizard: "You are not authorised to open instance"

Summary
The Implementation layer is created on a Framework layer based on Pega Sales Automation For Insurance. The Framework Layer is created using the Application wizard.
When rerunning the Application wizard, the Implementation layer is created based on the newly created Framework layer, however, the wizard freezes (at the below step) and does not progress further.
Error Messages
You are not authorized to open instance RULE-APPLICATION SALES 01.01.01
Steps to Reproduce
- Run the Application wizard to create a Framework Layer base on the Sales Automation For Insurance application.
- Rerun the Application wizard to create the Implementation Layer based on the Framework Layer created in Step 1.
Root Cause
A defect in Pegasystems’ code or rules.
The newly created Framework layer was incorrectly associated to the app:AsyncUser access group.
Resolution
Perform the following local-change for Pega Sales Automation For Insurance 8.1:
Re-associate the access group in the Framework layer to the app:Admin access group.
Alternatively, update to Pega Sales Automation For Insurance 8.2.
