Same work objects open in multiple tabs during Get Next Work.

Steps to Reproduce
- Create a custom button control.
- Configure a button event to call getNextWorkItem() function.
- Click button to open a work object from a basket, which has one work object.
- Click the custom button, observe that the already opened work object opens up in the new tab instead of replacing the current tab with a pop-up warning.
Root Cause
HarnessID is generated for non-auto generated harness, which throws exception while finding harnessId.
Resolution
Apply HFix-28951.
