Save Tenant rules under the shared ruleset versions

From within a tenant, it is possible to create rules with a tenant hash inside rulesets from the "Shared" layer.

Steps to Reproduce



From within a tenant, create a private checkout of a rule that exists in a ruleset in the "shared" layer, and attempt to check that rule in. The rule can be checked into open versions of the ruleset in the shared layer, and is created with a tenant hash.

Root Cause



The root cause of this problem is a defect in Pegasystems’ code/rules. 

Resolution



This issue is resolved in Pega 7.1.8.
