Screen Layout Header Alignment Not Working

Summary
Screen Layout Header Alignment Not Working. The user changed the Screen Layout Header alignment to left but the content still shows up in the center.

Steps to Reproduce
- Open the skin pyEndUser and change the Screen Layout Header alignment to left
- In the perform harness, verify that Screen Layout - Header is selected.
- Run the flow, the main area content is displayed in the center rather then to the left.
Root Cause
This is working as per the current Out Of The Box Design. There is no skin support for inner harness currently. The markup is different for screen layout and inner harness.
Resolution
As a workaround, the user can add a style in userworkform or css to set the margin to 0px for the selected div element.
