Scrollbar displays in the Review mode for Rich Text Editor

Summary
In the read-only mode, vertical scrollbars display when large content is entered in the Rich Text Editor (RTE).

Steps to Reproduce
- Create an RTE rule.
- Add large content in the RTE field. Scrollbars display in the read-only mode.
Root Cause
Scrollbars display by default when the width is set to a specific px limit and data exceeds that limit.
Resolution
Perform the following local-change:
Make the following changes to the height and width of the RTE as below,
- Set the Width to 100%.
- Set Specify height to Size to Content.
