Scrollbars are not displaying in mobile after Pega upgrade

Summary
When the user launches the application on an ipad/iphone, the application screen loads but right and left side scroll bars are not visible.
Application was built in PRPC 6.x and later upgraded to Pega 7.1.7 upgrade. Users noticed this issue only after the upgrade.

Steps to Reproduce
Open the application in any gadget like any smart phone (or) iPad (or) any tablet browser.
Root Cause
The user's application UI is not set up properly for mobile.
Resolution
Developers are expected to convert all old free form layouts into new responsive layouts to be mobile ready. Build a custom mobile app from the application ruleform and deploy it on mobile devices to be used by end users.
