Search screen does not load properly

SA-28728

Summary

Rule search screen does not load properly in IE 11 post upgrade from PRPC v6.2 SP2 to Pega 7.1.8.

Developer studio does not render only in IE 11 compatibility mode however it has been  injected <meta http-equiv="X-UA-Compatible" content="IE=edge"> into the head of the HTML Pega generates via overriding the pyMetaTags rule and saving in User's ruleset. This allows them to view in compatibility settings but from browser level seems like compatibility settings are off but still does not render.

Also sometimes in firefox too the issue is being observed
