Section loads on every change of screen, post upgrading from Pega 7.1.9 to Pega 7.4.

Steps to Reproduce
- Create a section
- Refer a table layout with a source of a property
- Refer the section in a main section using defer load
- Run an activity on the defer load of the section
Root Cause
When the defer load checkbox is unchecked, the section does not refresh. The behavior of the defer load contents causes the section to refresh on every action set which contains the refresh action.
Resolution
Perform the following local-change:
- Uncheck the defer load contents
- Include the activity which runs during defer load contents, in the flow action pre-processing activities
