Summary
The Out-of-the-box (OOTB) case attachment modal dialog is not keyboard accessible when Job Access With Speech (JAWS) is running and PegaWAI is not being used.

Steps to Reproduce
Use JAWS with out of the box case attachment modal.
Root Cause
The OOTB attachment modal dialog uses the pzMultiFilePath control.
This is not keyboard accessible while JAWS is running. This modal changes when PegaWAI is utilized, but without this ruleset involved the standard modal is not keyboard accessible to attach files.
Resolution
Apply HFix-28609.
