"Show Re-Open Screen" not working when invoked from a menu

Summary
"Show Re-Open Screen" configuration does not work in out of the box CPMToolsNavigation rule.
Error Messages
Not Applicable.
Steps to Reproduce
Create a navigation rule as below :
Root Cause
The root cause of this problem is software use/operation error. The pyMenuFlag is not set to true.
Resolution
This issue is resolved through the following local-change:
- Enable new menus using Designer Studio >User Interface >HTML5 Application Readiness landing page.
- Click on Upgrade 'Show Menu' button.
