Show Smart Tip is not working in Desktop

Summary
Show Smart Tip is not working in Desktop where as it is working in Mobile. Smart-tip is configured on icon for mouse hover event. While hovering the mouse pointer on icon smart tip is misplaced and displaying at different XY positions. This is happening only when the browser shows scroll bar. For the screens without scroll bar, the smarttip is shown at desired place.

Steps to Reproduce
1) Create a icon
2) Configure Hover event with smart tip (Plain text)
Root Cause
A defect in Pegasystems’ code or rules : It is a bug. Reproducible only if screen layouts used in Harness to design the portal. The PZPEGA_UI_POPOVER.JS has been modified.
