SKimming wizard does not include flows with Draft Mode ON

Summary
Draft flows containing unconfigured shapes are not skimmed to new ruleset.

Steps to Reproduce
1. Create a flow with Draft mode ON in a ruleset with an unconfigured shape (e.g. subflow with no specified flow, or utility with no activity).
2. Do a major skim into higher major version.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
This issue is resolved by hotfix item HFix-22791
