Slow application performance on QA node

Summary
QA Users are reporting slow performance during testing of application changes.

Root Cause
A defect or configuration issue in the operating environment. Two issues contributed:
- The test accounts (OperatorID records) were set to "Allow rule checkout", which causes additonal use of RuleSet lists and private caches for each user.
- Database defect which causes queries to run non-optimally when index values exceed 32 characters.
Resolution
- Make the following change to the operating environment:
Update OperatorID records to un-check "Allow Rule Checkout".
- Update database configuration to remove the collection of histogram data for two columns on table pr_sys_appcache_shortcut (columns pzEntryKey and pzCacheConfigID).
