SOAP service fails when attachment size is more than 1MB

Summary
Unable to send a file which is more than 1 MB as an attachment in the SOAP connector.
Error Messages
Not Applicable.
Steps to Reproduce
- Enable the SOAP 1.1 encoding on XML Stream rule
- Enable Message Transmission Optimization Mechanism (MTOM) option on the Connect-SOAP rule
- Do not add the Type tag to the payload
Root Cause
A defect in Pegasystems’ code or rules.
