Spell check in RTE does not work for all locales

Summary
Spellcheck feature in the Rich Text Editor (RTE) does not work when the locale in Operator Profile is set different from 'en_US' and 'en_GB' (for example, 'es_AR', 'en_IN'). Additionally, the spellchecker in the RTE (in editable mode) does not highlight incorrect spellings.

Steps to Reproduce
- Add an RTE in the editable mode in a section rule and enable the spell check option.
- Set the locale in the Operator profile to 'en_IN' or 'es_AR'.
- Launch the portal and navigate to the RTE section.
- Type any word with an incorrect spelling. Click the Spell Checker icon. Spellchecker does not highlight the misspelled words.
Root Cause
A software use or operation error:
Locale specific SpellChecker Properties data instance was not added.
Resolution
Perform the following local-change:
Add the SpellChecker Properties data instance for locales as described in the below link:
