Summary
Importing R-A-P file to upgrade to Healthcare Industry Foundation (HCIF) 7.22 fails trying to add index that already exists.

Steps to Reproduce
Import HCIF by upgrading from 7.13 to 7.22.
Root Cause
A defect or configuration issue in the operating environment. There was another index on an internal table with same name as in framework.
Resolution
Rename existing index and import the RAP again.
