Static assembler fails with the sqlserver exception

Summary
The static assembler does not work. The sqlserver exception displays in the server log.

Steps to Reproduce
Start the static assembly process on the application (DMSample default Pega application).
Root Cause
A defect in Pegasystems’ code or rules. The Hold ability flag is not set on the connection.
Resolution
Upgrade to Pega 8.2.3.
