"Subject" appears while viewing notes in detailed view

Summary
If any note contains at least one "&" symbol, the subject appears in the detailed view modal window of the case notes.

Steps to Reproduce
- Include the pyWorkNotes section into the pyCaseAssets section to capture case notes.
- At runtime, add two notes to the case as follows:
- Simple Test Notes
- Simple Notes & Test
- View the two note records.
- Double click each note to open the detailed view of notes in a modal window.
Root Cause
A defect in Pegasystems’ code or rule. When a note is saved, the escapeAsHTML Rule-Utility-Function is called to escape special characters. "&" is converted to "&" This conversion causes the issue.
Resolution
Apply HFix-27621.
