Submit button truncated when standard resolution is 1366 x 768

When implementing custom changes to the UserWorkForm to decrease white space on report definitions, the Submit button is truncated when the standard resolution in devices is 1366 x 768 and the vertical scrollbar does not display. This occurs in Chrome and Firefox browsers.
