Summarization Actions on reports are not localized

Summary
Several sections of Summarize and Sort action screen in a report are not localized. This issue occurs when the application is localized in several languages without using the Pega language packs.

Steps to Reproduce
- Run the translation wizard to provide translations for different fields on the UI.
- Open the report browser and open a report.
- Navigate to Actions > Summarize
Root Cause
Translations for the correct field value rules were not provided.
Resolution
Rerun the translation wizard and provide translations for all field values.
