Survey mandatory check not working on change of question page

Summary
PegaSurvey 7.1 GA is installed on Pega 7.1.8.
A Survey is configured with multiple Question pages using the DisplaySurveyTreeNavigation section. The question pages have mandatory questions. On submitting the Survey, validation occurs only for the open question page. Validation does not happen correctly for the other question pages with the required questions.

Steps to Reproduce
- Configure a survey with two Question pages using the DisplaySurveyTreeNavigation section. Each page must consist of a mandatory question.
- Select the answer in the first page and submit. Mandatory check validation for the other question is not displayed.
Root Cause
A defect in Pegasystems’ code or rules.
There is no server side validation in the Question rule First Use Assembly to initiate validations for a mandatory question.
Resolution
Apply HFix-42233.
