Root Cause

The root cause of this problem is a defect in Pegasystems’ code/rules. Issue is a bug in Pega 7.1.8 which manifested post installation of a CPM accessibility HFix-22405.
The processActionDefault API does not have a check for empty actionSection variable which is the reason validation is fired while changing from one flow action to other flow actions.

This issue is resolved by HFix-23246.
