The system is automatically generating Link-UseCase instances even if no specification has been added.

Steps to Reproduce
- Create a new flow with an assignment.
- Check out the flow and view the properties of the assignment.
- Click "Submit" to close the modal.
- Save the flow.
- Observe that a Link-UseCase instance was automatically generated, even though you did not add a specification.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-25243.
