System hangs when a Map Value is opened

Summary
When opening Map Value ruleforms for Map Value rules with a large number of cells defined on the "Matrix" tab, browser hangs, and the node turns unresponsive.
Thread dumps are observed in the logs.

Steps to Reproduce
Open a large Map Value ruleform.
Root Cause
A defect in Pegasystems’ code or rules related to the loading of the matrix on the Map Value ruleform.
Resolution
Install HFix-23645.
