System performance degrades during startup post upgrade

Summary
Pega 7.1.7 is upgraded to Pega 8.2.2.
The system consists of two nodes which run on WebLogic Server for an Oracle database.
The servers runs on VMWare Image while Oracle runs on a physical machine.
System performance degrades during startup (takes more than 40 minutes to startup).

Steps to Reproduce
Restart the WebLogic Server.
Root Cause
Database IO caused the startup bottle neck.
Resolution
As a local-change, allocate sufficient resources to the application.
