System performance degrades when defining a BIX extract.

Steps to Reproduce
- Create a BIX extract.
- Add classes and properties.
Root Cause
A defect or configuration issue in the operating environment where the database was fragmented. Also, it was observed that an execution plan which was in use was not optimal.
Resolution
Perform the following local-change:
- Run the defragmentation utility such as dbms_redefinition to reclaim the fragmented storage.
- Lock the better plan using the SQL profile. The API is DBMS_SQLTUNE.ACCEPT_SQL_PROFILE.
