The development system is performing quite slowly and a large number (hundreds) of PEGA0017 alerts are observed in the PegaRULES-ALERT log file.

Resolution
Perform the following local-change:
Make the following change to prconfig.xml or the equivalent change to the DSS value to increase the size of the Property Reference cache. This is the cache indicated to be too small by the PEGA0017 alerts:
