Tab Refresh On active

Summary
User claims that Refresh On active is not working for him.
Error Messages

Steps to Reproduce
1. Create a Case Manager 7 portal or save the existing one,
2. Save as the pyPortalContent Section
3. Add a Tab group and add following tabs - WorkList, <<Dynamic>>
4. Under the worklist tab, load the harness - Data-Portal.pyMyWorklist and select 'Refresh when active' option.
5. Make the Worklist tab as default tab.
6. At runtime, open the case from the worklist. The case will be opened as a separate tab.
7. Click/navigate back to Worklist tab. Ideally worklist view should refresh but this is not observed.
Root Cause
The user has configured a Dynamic Container and expecting it to work similar to WorkArea gadget where the on Tab active the harness is refreshed.
Resolution
This feature is not supported due to the following reasons.
1. The Dynamic Container is not a in toto replacement of WorkArea. It seeks to be an improvement over the WorkArea.
2. In Work Area one couldnot use sections for the static tabs. Using harnesses meant loading all the common js,css and the entire html document once again in a seperate iframe.
3. With DC supporting sections, one could simply use sections for their static tabs, which would cut down the load time by a great amount.
4. Keeping this in mind conscious decision by Product Management to deprecate the feature of Refresh When (to discourage use of harness static tabs) in future ML releases.
