Text encrypted property control issue

Summary
The user need the Text Input Property conditions in Encrypted Text Input control as well like the conditions for
- Required when
- Min and Max length
- Read only Types

Steps to Reproduce
- Create a text encrypted property.
- Create a Access when rule.
- Create a section and include the property in it. Give the control as "ShowTextEncryptedPropertyValue".
- Open the settings of that property and look for an option to restrict the length on UI.
- Also check for options to adjust the length and width of the field.
