Text is not localized when trying to pick up the widget

Summary
The text is not localized in the section when trying to pick up the widget on rendering the default dashboard.

Steps to Reproduce
1. Publish DEFAULT dashboard. Ship the published dashboard instance with PRODUCT.
2. After installing new product, set localization to different language. The text is shown only in English.
3. Pick a new widget again from "Widget Library."
Root Cause
Title is sourced from pyDescription property, which has to be localized before launching the default dashboard.
Resolution
Apply HFix-27964.
