Text on Submit and Cancel buttons missing after upgrade

Summary
After upgrading from 5.3 to 7.1.5, the "Submit" and "Cancel" buttons do not appear properly in portals, and are missing their text.
As a result, the buttons appear shrunk and hence, are not actionable.

Steps to Reproduce
Open a final rule and click on 'Private Edit' to bring up a pop-up.
Root Cause
The root cause of this problem is a defect in customer application code/rules. The section which contains the buttons which fails to render is pzOverlayButton and is not customized. However, pzOverlayButton internally uses Rule-HTML-Property Button in its HTML code. Ran Upgrade Tools> Final Conflicts and it was found that Rule-HTML-Property Button was overridden into custom ruleset.
Resolution
Save custom 'Button' control with the out of the box code(Pega-Gadgets:07-10-09) into a higher ruleset. Reexecute the scenario to see that the buttons are loaded correctly across the screen.
