TextEncrypted does not showclear text when Access-When is Ttrue

Summary
A text encrypted property which is encrypting successfully into the database, but when retrieved the text encrypted is not showing as clear text even when the Access-When evaluates to true.

Not Applicable.
Steps to Reproduce
- Create a text encrypted property.
- Provide an Access-When rule.
- Observe that even when the Access-When resolves to true, the text encrypted is not displaying in clear text.
Root Cause
An issue in the custom application code or rules.
Resolution
Use the control “ShowTextEncryptedPropertyValue” in the section.
