toDecimal function breaks and performs localized conversions

Summary
Localization issue in the application is observed. During calculation of premium values, extra zeros are getting appended to the actual value.
The toDecimal function is broken and performs localized conversions.

Steps to Reproduce
1. Set the locale to in_ID.
2. Create an Activity or a DataTransform rule that uses toDecimal function.
Root Cause
“toDecimal” RUF considers user locale while converting string to decimal. This causes issue in conversion.
Resolution
Install HFix-23974 which contains changes to RUF. Regenerate String library.
