Tooltips with apostrophes get truncated - collapsible headers

Summary
Users see tool tips containing an apostrophe (e.g. "Today's Work"), with the text truncated at the apostrophe (e.g. "Today"). It's the same result from both straight text or a field value.

Steps to Reproduce
- Create a section with a dynamic layout.
- On the layout properties, check the box "Display header and title".
- Enter any text with an apostrophe(e.g. "Today's Work").
- Select the Header type as collapsible.
- Run the section, the header text itself displays correctly, but hover the mouse on the arrow for expanding/collapsing the section, and the tool tip displays as "Hide Today" / "Disclose Today".
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-26457.
