Tracer and Clipboard show disabled

Summary
After adding the care management framework, the Tracer and Clipboard show got disabled for any user that it's not the one defined for the care management framework.
Error Messages
Tracer and clipboard icons showed disabled.
Steps to Reproduce
Login with any user that is not the AGM framework user.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
The issue is resolved by HFix-20629.
