Turkish Character Issues on SMS Messages

Summary
Since last week , I have been trying couple of settings to send SMS messages including Turkish characters from CMD TEST server. We were unable to send any Turkish characters yet.
Vantage parameters:
VenvSMSTextEncoding GSM
VenvSMSDataCodingScheme 8
VenvSMSFileEncoding ISO8859_9
VenvNLSLang TURKISH_TURKEY.WE8ISO8859P9
OS Parameters
Added "AMERICAN_AMERICA.WE8ISO8859P9" to CMD user profile.
Locale is "en_US".
LC_COLLATE="en_US"
LC_CTYPE="en_US"
LC_MONETARY="en_US"
LC_NUMERIC="en_US"
LC_TIME="en_US"
LC_MESSAGES="en_US"
LC_ALL=
DB parameters
Added NLS parameters as attachment.
On the Users' machine, OS is English but regional settings are Turkish.
Below is the element records from DB

Do you have any comments on this issue? Shall we comment NLS_LANG parameter on Vantage?
Resolution
With recomended settings, CMD was observe to be sending all turkish characters appropriately as per 8859-9 code page.
