UI elements do not display correctly when creating test cases

Summary
When creating a new test case, the scrollbar does not display. On adding new properties to the test case, the sidebar which displays the available properties does not display the elements correctly.
For example, the Search box is small and misaligned, and the left sidebar is not wide to display the properties list.

Steps to Reproduce
- Open a Strategy.
- Run the strategy for a data transform in the test panel.
- Click the Convert to test button. The scrollbar does not display. Therefore, the test case cannot be configured.
- Tab down the screen after clicking in the Description box.
- In the Expected results section, select the Property option from the Assertion type dropdown menu.
- Click Add properties.

A defect in Pegasystems’ code or rules.
