Unable to access imported rulesets w/o clearing extract marker

Summary
Unable to access newly imported rulesets before clearing the extract marker.
Error Messages
"Unable to locate a prerequisite for [ruleset-version]; you must specify at least <RuleSet_NAME]:03-01-70"
Steps to Reproduce
1) Import a ruleset
2) View error
3) clear extract marker
4) error no longer present
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
When moving rules into the shared layer the tenent layer GlobalContextCache is not updated to reflect these changes. This is a known issue in 7.1.6 Multi Tenant.
Resolution
This was fixed in PRPC 7.1.7. For PRPC 7.1.6 HFIX-10210 was created to back port the changes.
