Unable to add When while configuring Local Action on Button

Summary
While configuring the Local Action event on a Button, do not have provision to set a When condition on it, but it is available on Text Input.

Steps to Reproduce
- Open a Section rule.
- Configure a Button control.
- Open property panel and go to Actions tab.
- Add Local Action event.
- On the right side, it will show the field to enter Local action name, but no option to configure When rule.
However, if similar steps for a Text Input field are followed, one can see the option to configure the When rule for Local action event.
