Unable to add worklist using AddWidget from the dashboard

Summary
Unable to add worklists and workbaskets using the AddWidget feature from the Dashboard. An empty performable action populates with no actions to select. The AddWidget results in no widgets to add to the Dashboard.

Steps to Reproduce
- Configure a role cloned from PegaRULES:WorkMgr4 to Opeartor.
- Log in using that operator and launch the portal. Add the widgets using the AddWidget feature.
Root Cause
A defect in Pegasystems’ code or rules.
The specific report definition did not have special privileges configured in its rule-form; while the Operator had pxDashboard privilege.
Resolution
Perform the following local-change: Add a new AccessRole with the below Access Role Object to the AccessGroup.
