Unable to bring Instance up while upgrading to Pega 7.1.6

Summary
An application developer attempts to complete an upgrade from their PRPC 6.2 GA environment to Pega 7.1.6. After completing the update to the database, an attempt to start the PRPC environment throws an error and startup fails.
Error Messages
The following error message is observed in the native_syserr.log file:
Unable to load phase 2 bootstrap class: com.pega.pegarules.internal.bootstrap.phase2.PRBootstrapImpl
[5/7/15 20:57:17:613 EDT] 00000043 PRBootstrap E com.pega.pegarules.internal.bootstrap.PRBootstrap Error initializing PRAppLoader
java.lang.ClassNotFoundException: com.pega.pegarules.internal.bootstrap.phase2.PRBootstrapImpl
Steps to Reproduce
This issue occurs consistently after the upgrade process.
Developer's environment:
- PRPC 7.1.6 SPLIT SCHEMA
- WebSphere 8.5.5 on zOS
- JVM: 1.6.0
- DB2 v10
Root Cause
Two causes for this issue are found:
- The PRPC Schema Objects - specifically the stored procedures - are found to be the wrong version. The application developer fails to upgrade these objects in the specific split schema while performing the upgrade.
- The PRPC prbootstrap.properties file has been mis-configured: the property values Pega-Engine and Customer CodeSet entries are mis-configured.
Resolution
Application developer, working with the DBA, must re-installed all the Pega 7.1.6 stored procedures. The prbootstrap.properties file must be updated to correctly utilize the Pega-Engine codeset 7-01-05.
