Unable to change monitor thresholds

Summary
After installing AES 7.1 in jboss/linux environment, AES users are not able to modify the alert or warning thresholds. The window displayed to allow this shrinks to a narrow line after it loads the data.
Behavior is the same between IE 9 and Firefox.
Root Cause
Deprecated PanelSet was used in harness. Need to use Screen Layout instead.
Resolution
Override AESManagerPortalContainer harness into your own application rule set and change the panel set to screen layout.
Also you can override AESUserPortalContainer section into their custom ruleset by adding visible when .pxBuildName != .pxBuildName on SetAESPages section include. This is to avoid space consumed by non-auto generated section. This can be achieved even after moving this section to new dynamic layout and adding display:none as inline style. Any of these two ways will solve the empty space issue generated by non-auto section.
