Unable to change position of Minimap window in Strategy Canvas

Summary
The following issues occur in Strategy Canvas in Marketing Portal when using Internet Explorer v11.0.9600:
- Pan Mode On does not move the active window as required
- Minimap window does not display the Strategy flow (Strategy shapes)
- Unable to change the position of the Minimap window
Error Messages

Steps to Reproduce
- Log in to Pega Marketing portal using the Internet Explorer browser
- Open a Strategy and attempt to move the components on the canvas
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-44479.
Alternatively, update to Pega Marketing 7.4.
